The mobilizing model is an important tool, she says, but it too often depends on competent staff who solve the problems, make the decisions, and provide the leadership, while the вЂњmassesвЂќ are simply troops following directions.

She has least regard for what she calls the вЂњAdvocacy Model,вЂќ where the central form of action is staff lobbying or working with people in power. McAlevey considers three models of action for change.
